There are 2 parts to consider, the first is for when a parent detail is not being changed. e.g. when a parent is being made the Primary User for the purpose of completing documentation within EnrolHQ. The second is when the school has a preferred order for their parents i.e. Parent 1 is Mother, Parent 2 is Mother etc
