If a step parent has been setup as the Primary Parent and no payment has been made you can switch the parents and make the Secondary Parent.
This allows you to ask the biological parent to compete the application.
Step parent completes an Enquiry or Expression of Interest ( fee paid)
If a step parent has been setup as the Primary Parent and paid a fee (that is there is a payment attached to their record) you cannot switch the parents.
In this situation you will need to copy the Secondary Parent's details over the step parents details. You should then re-open the form ( no payment to be made)
Resend, Re-open or Reset Application or Offer Forms
Email the new Primary Carer to update the details to include the biological parent's details to compete the application and request the correct signatures
